Lighting Controls Basics: Occupancy, Vacancy & Daylight
Controls are where lighting stops being a fixed cost and starts being a managed one. Here's the vocabulary, what each device actually does, and why the energy code keeps asking for them.
Occupancy vs. vacancy — one word, real money
An occupancy sensor turns lights on automatically when someone enters and off after the space empties. A vacancy sensor requires a manual "on" but still shuts things off automatically. That one difference matters: vacancy operation saves more energy (lights never switch on for a person walking through with no need for them) and is what modern energy codes increasingly prefer in private offices and similar spaces. Sensor technology matters too — passive infrared sees motion in its line of sight, ultrasonic hears the room, dual-technology units combine both to cut false-offs in cubicled or partitioned spaces.
Photocells and daylight response
A photocell switches exterior lighting with available daylight — the wall-pack that comes on at dusk. Daylight-responsive controls go further: in spaces with real window or skylight contribution, they dim the electric lighting automatically while daylight is doing the work. The zone nearest the glazing (the daylight zone) gets its own control so a sunny afternoon actually turns into a lower bill instead of full-output fixtures fighting the sun.
Why the code keeps asking for this
Washington's commercial energy code has required automatic lighting controls for years, and each cycle tightens them: automatic shutoff for spaces, occupancy-based control in the room types where people forget switches, daylight-responsive dimming where glazing justifies it. If your space was built or last permitted more than a code cycle or two ago, a lighting alteration today generally has to bring controls up to the current requirements — which is why a well-planned LED retrofit and a controls retrofit are usually the same project, one ceiling visit, one permit.
What a controls retrofit actually involves
- Walk and zone the space. Private offices, open areas, corridors, storage, and daylight zones each want different behavior.
- Pick the control per zone. Ceiling or wall-switch sensors, dual-technology where partitions block line of sight, photocell or dimming response where daylight earns it.
- Wire it right. Sensor placement and coverage patterns decide whether the system delights people or trains them to defeat it. (A taped-over sensor saves nothing.)
- Commission it. Time delays, sensitivity, and dimming setpoints tuned to how the space is actually used — the difference between controls that work and controls that annoy.
The payoff
Controls typically ride along with an LED upgrade for a fraction of the project cost, qualify for larger utility rebates than lamps alone, and keep saving every hour the building runs. If the 2029 fluorescent ban is pushing your retrofit timeline anyway, controls are the part that keeps paying after the compliance box is checked.
